GTA IV Multiplayer Is "Not Tacked On"

So Stephen Totillo over at MTV got his hands on the hotly-anticipated Grand Theft Auto IV, and offered up some impressions on the multiplayer mode. Mostly how just as in the single-player game we've all come to know and love, it's almost more fun when you're breaking the rules.
Because the GTA multiplayer gives you exactly the same game world to play in, as opposed to specific multiplayer maps, playing with friends can lead to some crazy scenes. Who cares if the point is to have a motorcycle race around Liberty City Airport? Why not hijack a luggage cart and race that instead? Or try to create a multi-car pileup in the way of the other racers? Rockstar insists that their goal was to bring the fun of single player GTA into the multiplayer.
I was pleased to learn that they're including a special "training" kind of mode where you can experience the multiplayer modes with AI bots before actually venturing out into the online world where you will likely get your ass handed to you by that guy whose every waking moment since the game's release has been spent honing his skills.
On the other hand, I worry that too much freedom in multiplayer will kind of defeat the purpose. Why even bother to have races and other kinds of online activities if it's more fun to simply run around creating havoc? (which sounds ridiculously fun, btw) Oh, and who do I have to sleep with to get my hands on some pre-release GTA? I'm just asking...

The only thing I would worry about is if it's polished or not. GTA2 had multiplayer, and it was very boring due to the size of the city and lack of true focus or reward for doing the right thing (kill the opponent). However, due to the fact that GTA IV isn't a 2d game and it's fun to actually run around or drive around the city creating pileups, I do have high hopes for the multiplayer.
