Honolulu Mayor Vetoes Ban On Gaming-While-Driving

Honolulu Mayor Mufi Hanneman vetoed a new law that made texting and gaming while driving illegal. While you might think that playing a video game while you're driving sounds like the sort of thing that should be illegal, Mayor Hanneman's objection stems from concerns over enforcement of the law:
I applaud the Council's intent to address this public safety matter. A police officer operating a motor vehicle will only have a second or two to determine if the driver is committing a violation by text messaging or playing a video game.
Alternatively, you could determine which drivers are playing games by the debris clouds and scattered bodies.
Mayor Hanneman doesn't support playing American Idol on your cell while pulling 60 down the Hana Highway (although that would indeed be a spectacular way to die), and a more generalized law against driving while using a cell phone will probably crop up soon enough.
But what cerebral champion decided to pen a law that would require police officers to differentiate between drivers merely talking on their cell phones and drivers enjoying a nice mobile game or sending a text message? Does Honolulu have a RoboCop?
